Implements the remaining #1126 build-out (queue task 3025, triage task 2414):

  • Per-repo cards: new ProjectRepoCard config on the repo-fleet entry — one card each for developing-today/code, developing-today/opencode, developing-today/openchamber, dezren39/nix, with role, an explicitly dated GitHub-search open-issue count (2026-10-29: code 1,033, opencode 35, openchamber 36, nix 15 = 1,119 total), and top tracked refs. The detail builder splits the page's live fleet-ops pool items and "Repo fleet" roadmap rows by repo per card, so the live halves cannot drift from the sections above them.
  • Sweep-health section: new sweepHealth entry list rendered from already-published fleet data only (queue/lifecycle label state, the orchestration section served at /api/orchestration.json, tracked issues) — no new data pipeline.
  • Scope note refreshed: the gaps note now carries the dated 2026-10-29 counts (1,119 total) vs the live-counted fleet-ops pool slice and explicitly does not claim pool completeness.
  • Registry validation covers the new fields (repo shape, dated-count format, refs).

Tests: program.test.ts 16/16 pass, including two new #1126 tests (registry contents + builder pool/roadmap split) and updated dated-count assertions. Full aggregator suite on the laptop: 343 pass, 1 pre-existing fail (attention action controls #1152/#1156, fails on clean main).

Merge waits on the merge-queue stall #2403 — this PR is not enqueued past it.

Adds ProjectRepoCard config + a sweepHealth entry list to the project registry, fills the repo-fleet entry with four per-repo cards (role, dated 2026-10-29 GitHub-search open-issue counts: code 1,033, opencode 35, openchamber 36, nix 15 = 1,119, top tracked refs) and a sweep-health section resting only on already-published fleet data (queue/label state, the orchestration section at /api/orchestration.json, tracked issues) — no new pipeline. The detail builder splits the live fleet-ops pool and Repo fleet roadmap rows by repo per card; renderProgramProject renders both new sections. The gaps scope note is refreshed to the dated 2026-10-29 counts and explicitly does not claim pool completeness. program.test.ts: new registry + builder-split tests, updated dated-count assertions.

Queue task 3025 (openchamber scheduled lane) resumed 2026-10-29T21:11Z — PR verified merge-ready, re-parked on the merge-queue stall.

Fresh state: PR OPEN, MERGEABLE/CLEAN, head 2a66b8f1, basic: proxy port fallbacks SUCCESS, CodeRabbit NEUTRAL, no held/Drew-owned labels. Diff touches src/project-config.ts, src/render.ts, test/program.test.ts (per-repo cards + sweep-health section + the two #1126 assertions); prior shift ran program.test.ts 16/16 and the full suite 343 pass + 1 pre-existing fail (attention #1152/#1156, fails on clean main too).

No code change needed. Blocker is repo-wide: origin/main still 5a34fa70 (10:57:51Z, ~10.2 h) and the queue ejects every entry within a minute (#2403; my PR #2406 enqueued 21:05:10Z was ejected by 21:08Z). Re-parked with resume condition "merge when the queue accepts entries".
